    They are not witholding the parcel illegally. The postal act specifically allows them to hold it if there are customs charges pending and also allows for them to make a charge for a service they have provided to you, in this case handling the customs process.

    I had a quick look on my scope at the waveforms, a Funi DVD vs a Sentai DVD both in NTSC. The Funi DVD has a higher black level but the line timing was identical. Its possible your TV is just having a hard time syncing.

    I believe that is the case. The Japanese do like to shoot themselves in the foot every so often. It seems they would rather have no money rather than some money. And the longer they leave it the 'some money' gets less and less.

    You don't need a multi region player to play region 0. Any DVD player should play R0 (no region) and its native region (R2 here, R1 USA etc..) without issue. Or at least to meet the DVD spec it should do. The NTSC/PAL thing is secondary to the region.
