Its a handling charge, they have to do work to process the customs charges so they pass the cost on to you. People have claimed its illegal due to a clause in the postal act but the OFT ruled that they can charge for this service.

I believe that is the case. The Japanese do like to shoot themselves in the foot every so often. It seems they would rather have no money rather than some money. And the longer they leave it the 'some money' gets less and less.

You don't need a multi region player to play region 0. Any DVD player should play R0 (no region) and its native region (R2 here, R1 USA etc..) without issue. Or at least to meet the DVD spec it should do. The NTSC/PAL thing is secondary to the region.
