This week's release from Hamster's Arcade Archives series is Namco's Cyber Commando, which has never had any release outside of arcades before.
 
This would be to combat abuse of the refund system:
Does PlayStation have a refund system to abuse? I think the PSN purchase screen has a box you have to tick agreeing that you lose the right to a refund as soon as you start downloading the game.

I don't know specifics. I know officially you can't refund something once it has been downloaded, but I've also read reports online from people saying something like their kid bought a game they weren't authorized to do, they called PS support and got a "we'll refund this for you this one time" type thing.

Beyond that, there's some claims about some kind of loophole with buying a game on a jailbroken system and somehow abusing the system that way. As I don't have any interest in that sort of thing, I have no idea if any of that is accurate.

Like a lot of anti-piracy measures, there's also the possibility of someone in charge who is clueless doing something stupid that has no effect except bad press too.

Some kind of statement from Sony could really do a lot to alleviate the current situation. Even if it is the DRM that has been suspected, that being a known thing instead of the out-of-control speculation and outrage going on online would be an improvement.

Edit: Complete speculation on my part, but perhaps this is something they're doing for the future for PS6 or more specifically the rumored handheld, which will no doubt be a digital only device. Doesn't seem likely, but maybe they were considering some type of short term refund policy for that.
 
Sony finally gave an official response about the DRM situation. Looks like it is just a one-off check in the first month after purchase rather than needing to reactivate the licence online every month.
