Why Have The 4th And 5th Tenchi Muyo OAVs Not Been Licenced For A Western Release

I was gonna post this on Reddit but due to how ban happy Reddit mods are I'll post here. I waa inspired to ask this after buying the Blu Ray set of the first 2 Tenchi Muyo OVAs
 
Why you ask? Probably because by the time they were released interest in the Tenchi Muyo franchise had pretty much disappeared so no western anime publisher was willing to take a chance on loosing money on any releases.
