It would just cease production, People can still get banned drugs so you'll be able to get series' made pre-ban.

Read manga, and wait for animation production to be completely sourced to Korea/China, etc. It wouldn't technically be anime then, though you could argue that most anime nowerdays isn't really anime.
 
Join a group of rebels who are against the idea and fight the masses. It'd be a smaller version of the 2nd Battle Royale all over again, just less epic and without missles.
 
First I'd buy all the Madman titles I have interest in that I don't already have. And then I'd just fill my time gaming where I'd previously watch anime.
