I think the problem is that with those games you are thinking of, the platform they were released on was the sucessor to the orignal format. PSP is backwards to the PS3 so really this game would of been better serving as a sidestory, a 1.5 if you will, although i'm surprised they just didn't try to downscale the first game and stick that on the PSP.

The only reason i can think as to why they would do this is because the sales of the first game weren't high enough to warrant an immediate second game on the PS3, but there was intrest there so they decided to go portable.
