Anyone have any tips for writing short stories.(For manga)

I have lots of ideas but am struggling to put them together to make a story.

What characters do you have?, whats the basic story?, whats the ending going to be like? will there be any hardships?

Is it a case of you already have characters and some basic idea but you can't seem to pull it all together to make sense? some examples of what you have would be nice.
 
Wish I had some of my notes from English ;_;

I had a professional writer for a teacher, and her lessons were pwnage - sometimes a bit on the dry site, but it was like top quality literature education.

Shame I have no idea where all my stuff is >_>

Ive never got what pwnage actually stands for.
