Thanks. I did think of Fist of the North Star as a possibility, but I was checking out some clips on youtube and Fist of the North Star seems a little more hectic with way more characters than the anime I remember. I'm not 100% sure but in the anime I'm looking for I seem to remember that the main characters might have been accompanied by some kind of tank when they enter the city and the main character being hit by a yellow beam or weapon which froze him.
