Huh, even /m/ missed the "Animax" qualifiyer when I said that.
It was actually Nelvana(Beyblade, Bakugan, Medabots,etc.) that dubbed Card Captor Sakura into Cardcaptors, the heavily edited dub was released years ago, and likely won't see the light of day on TV agian. Therefore it wasn't 4Kids Entertainment that dubbed CardCaptors, although their editing to One Piece is comparable to the stuff done to Card Captors, changing storylines, etc.
