Are you looking at the right picture? Look around Shiki's fringe and forehead, almost all of the artifacting and noise is gone, and the color reproduction is far more convincing. Whether this is worth the trade off of the "blurring" around the tips of her hair, etc, and the other small issues (the CG on her eyes is a bit too "obvious" in the BD picture imo) is a whole other discussion, but in the areas where the DVD picture looks clearly nasty, the BD picture looks clean imo.I don't like DVDs any more, btw, which could be why I feel so strongly about it - people say you lose the "wow" effect of BD quite quickly, and you just come to take for granted the cleaner nature of the picture, but if you're regularly switching between watching anime on DVD and BD then every time you put a DVD on you think "guh".
