The English dub likely originates from the Australian Madman release which hits their cinemas at the end of this month. Locally, Optimum have already commited to a summer 2007 DVD release, though at that time only the subtitled version was confirmed on the disc. According to the wikipedia entry for the film, Optimum were supposed to be releasing the film on August 3rd.
Strangely, Madman haven't yet indicated when their DVD release will happen. Whether the dub ends up on the Optimum disk is uncertain, but as Ghibli releases are often passed down from Madman in the UK, I wouldn't be surprised to see Optimum's release of Tales of Earthsea delayed, so that it includes the dub.
Personally, I'll be holding out for the local Region 2 release. Just so I can have whatever zany number they figure out to put on the top of the spine.
