I would have probably said none, as forum members probably should not be let anywhere with enough light for anybody else see them.
 
It depends how strong the bulb is, I suppose. A weak bulb may only require a small quantity, whereas more powerful bulbs would require more--to light it efficiently, at least. I suppose, theoretically, only one forum member would be required for any bulb, though the amount of time needed to generate sufficient electricity--assuming the forumite is doing the generating and isn't actually being used as fuel, or whatever--may be more substantial with fewer members.

Hope the above conjecture helps. It's a difficult--though pleasingly open-ended--premise. Good question.

Edit: Oh, wait. I read the question wrong. It said "change", didn't it? Not "charge". Oh, woe.
