Not really; it happens quite a lot. Geneon pre-licenced Fate/Stay Night and Shana before they were even made; ADV pre-licences quite a few shows themselves. Most often this happens because they offer up funding for the project (or their parent company is funding it).

The story sounds interesting but if it's going to look as ugly as Appleseed did then I won't bother with it.
