Free .MKV Video Splitting Program?

I'm trying to upload part of episode 18 of Gankutsuou onto Youtube. The problem I'm having is finding a free program that accepts the .MKV format and doesn't crash during the splitting process... Any ideas?

Also, I'd probably need to shrink the size by lowering the quality after the splitting is done. How would I go about doing that?

ah ****, i used to do this all the time when when i was converting mkv to avi and burning them... but its been awhile, urgh ummm

I think you've made a mistake - What you linked to is a video codec included with the CCCP codec pack.
