costume designer

I don't know (actually I do, since that's roughly my sister's line of work, but that's beside the point), why don't you recommend a really good website for us (and the posters on the other random forums you've posted this on) to look on to find out such information?
 
I'm no expert on this area, but I good portfolio of your work tends to go a long way when your chosen career path is a creative one. You could have all the best qualifications and they still might not like yur designs, of you could be a bum with a talent for designing but no qualifications, whose designs happen to be exactly what they are looking for. All in the portfolio, as potential employers will look at this more than your qualifications.

However, good qualifications will give you the skills you need in order to create a stunning portfolio.

If in doubt, try writing (email is good too, but an actual physical letter feels more personal, more serious) to the kinds of companies you would wish to work for, asking them what qualifications they would value most in a potential designer, stating that you wish to become one. It is easy to assume that they will ignore your letters dismissively, but writing to them in the way shows initiative, and to a small degree commitment too. Both things an employer values.
