Iv got seasons 1 2 3 but does anyone know if the specials and OVAs are released or are going to be released
about when they cry

Afaik no-one has announced any plans to release any more when they cry at this time, it'd probably be Aus if anyone does it as the US isn't interested in the series due to S1 poor sales.
I feel I should point out also that while Umineko shares the 'When They Cry' title, it's actually not related to the Higuarashi Season 1 & 2, it's seems like a bit of a stretch calling it season 3 rather than referring to it as a title on it's own.
