The first anime I watched was Pokemon, some Digimon I think but I didn't know they were anime. I only knew what anime was after I watched Fruits Basket.
State-owned schools are owned and funded by the state i.e. the government. Private schools are owned and funded by private people but anyone can still get in, they just have to pay.
If by public you mean state then yes.
By the way, girls have to have their hair tied back if it's longer than the shoulder line but the girls never get picked on about that which was the core of the argument. The whole point was the boys were getting discriminated against and not the girls.

I say Digimon because I feel it has a more mature plot which the children nowadays need. For example, in Digimon the kids have to deal with divorce and death of friends and they have to learn to gow up. In Pokemon it seems to be the same thing over and over again, help people, promise to return...
