Having just tested a bunch of Sentai Geolocked titles on my Xbone, it seems to be early Geolocked titles which cause problems.
Just for transparency sake I tested the following Geolocked discs.

In regards to the video - It's not a massive deal. Whilst it is very noticeable and I'd definitely rather it wasn't there, it is only around 30 seconds of it.

It does sound as you say, very much off, and is limited to mainly indoor school scenes from the little I've listened to. Unfortunately this is how the audio was mixed/recorded for the Japanese release and thus isn't technically a defect on ALs part. It can be pretty bad in some scenes though...
