Yep it's Nekomonogatari White... as far as I remember that's the only subtitle that was missing from the release; nothing major but it does disrupt a rather comical storyline.
Some of their DVD Releases (namely Devil is a Part-Timer and Attack on Titan - Part 2) suffered from the same issues (if not more) as the Blu-ray releases. I.E. Devil is a Part Timer had some 'questionable' audio quality that, in reality, made the product defective.

Interestingly I prefer these DVD's to the newer NIS America ones, mainly due to the packaging artwork and logo design (etc).
Probably a safe bet that Chaos;Head and Fairy Tail Collection 3 would region b compatible (seeing as the original versions were)
