The first Astro Boy anime aired in 1963, the second in 1980 and the third in 2003.
The cancelled Tokyo Babylon 2021 series would also have had a long gap if it was made, as the OVA ended in 1994.
It's certainly been a problem for a while. I remember the subject of disability coming up in CLAMP's 1990s manga Tokyo Babylon, where a blind man tells lead character Subaru that Japan was not the best place to be disabled.
You might be luck then as Suzume, as well as The Boy and the Heron, have been nominated for the Golden Globes.
ETA: The Boy and the Heron is actually up for two Golden Globes. While both and Suzume are up for best animated film, Heron is also up for best original score.
