There's a couple of other really small publishers its worth taking an interest in (and their PR staff are always great), Rising Star and Ghostlight, who occassionally get release some proper gems (Ghostlight released Digital Devil Saga over here for example).

They're a pretty small publisher, not that it matters really as chances are only online retaillers are going to stock this anyway. They mostly, normally, publish European RPG's like Gothic and Risen.

In regards to the combat, I think its just an element of the genre at that time, go back and play any of the Resident Evils prior to Resi 4 and they all control horribly and in both Resi and SH the whole point is that you don't engage in combat unless you really have no choice. Funnily enough...
