Perhaps, but the fact credit card information has supposedly been compromised suggests that the attacker(s) gained further access to Crunchyroll's system. Your standard IT support ticketing system shouldn't be storing customer payment information. Although, it's Crunchyroll... so who knows, lol...
There's been a potential data breach at Crunchyroll - so if you have a CR account and any bank card information stored on there, I'd recommend changing your password and cancelling any saved cards.

Interesting. I would guess a licencing thing then, perhaps the sheer amount of OPs/EDs in Shippuden meant they didn't want to go through all the legality of it and pay the associated fees.
A lot of the songs for Shippuden are quite popular so I imagine it would have been a hassle and expensive...
I have noticed on the recent Naruto Shippuden releases from Anime Limited that the openings and endings are not subtitled. They were subtitled on the original Naruto sets they put out.
Not sure if this is something that has been missed in the authoring process or whether they simply did not...
