I also think that it's Levi. Manga is unusual in that there can be many different interpretations of the same characters, drawn both officially and unofficially by different artists (or sometimes, the same artist except that their style changes dramatically over the years they're serialising the same comic). Levi features in multiple different spin-offs as well as the main Attack On Titan series (and about a million doujinshi) so there are several different potential art styles in play, but the dead-eyed expression is pretty distinctive!

If it's unofficial (doujinshi) art. I'm not so much of an expert that I can tell but the style is not dissimilar to Yamada Sakurako's renditions of Levi (and I can personally confirm that he's not always in his traditional uniform in unofficial storylines!)
