Well since the RAW is somewhere on BitTorrent now I guess I'll give my thoughts.
Without spoiling anything, this episode was unexpected and the speculation on the identity of one of the characters is a hot topic on the Tenchi fan forums right now. Some questions weren't answered but this may change if a fansub is done or, most likely, when Funimation release the dubbed version.
There is a rumored "special" to come out after this, which may also help explain the answers.
From what I've seen OVA 3 is an excellent edition to the OVA series. The hardcore fans will really enjoy this because there are many new things to discuss (finally).
I'd give the episode 3-4 stars but that may change when I can understand the dialogue
