Isnt about 9 episodes the max on one single blu-ray disc for good quality? Or are they using an better blu-ray disc????

No, 13 can fit comfortably on a disc. Most don't do it as depending on the audio options bitrate can be a bit low.

Discotek Media in North America were able to maintain solid quality using a BD-50 disc and have all 12-13 episodes at the same time. If a series did have tons of extras then they would have an additional disc. Konosuba has 11 episodes in total (10 + OVA) so it should be fine.
