I think its like an extra 2-3% fees if its a international sale. Never use ebay/paypals conversion rate if you can avoid it. And yes I've sold some high priced stuff, and never ever list a high priced item outside a promo.

It's 12.8% now since they no longer use paypal which used to take a 3.4% meaning in total its technically cheaper than it used to be by 0.6%

Unless you list during a promo (like £1 max fees) you pay 12.8%. Not sure why you find that surprising.
