The line about the episode count is drawn from their press release verbatim – I've asked Universal for confirmation and I'll let you know the outcome.

We've just had confirmation from Universal that the press release they sent us was incorrect – unfortunately, they did not have the two OVA episodes available to license, so despite what we were told, the release actually only contains the original 12 episodes that aired as part of Series 1. I've just updated the article with a correction.

Pretty interesting that they chose Naoshi Kanno for one of the art cards considering he was a pretty minor character who only showed up for two episodes. Even though I've only just rewatched this series I wouldn't mind going for this set.
